Von der Leyen and Costa to Visit Kyiv for Fourth Anniversary of Russian Invasion Amid Sanctions Standoff
European Commission President and European Council President plan solidarity visit to Ukraine as the war enters its fifth year, with EU leaders still negotiating the 20th sanctions package against Russia.
European Commission President Ursula von der Leyen and European Council President António Costa are preparing to travel to Kyiv for the fourth anniversary of Russia's full-scale invasion of Ukraine on February 24, as the bloc races to finalize its latest sanctions package.
Symbolic Solidarity
The planned visit comes at a critical moment in the war, with ongoing peace negotiations brokered by the United States and continued Russian attacks on Ukrainian infrastructure. The trip is intended to demonstrate unwavering European support as Ukraine enters its fifth year of resistance.
"We are here to show that Europe stands with Ukraine," von der Leyen said in a statement previewing the visit. "Our support will not waver."
Four Years of War
Since February 24, 2022, the conflict has claimed hundreds of thousands of casualties on both sides, displaced millions of Ukrainians, and fundamentally reshaped European security architecture. NATO Secretary General Mark Rutte recently stated that Russia has suffered approximately 65,000 casualties in just the last two months.
The war has also accelerated EU defense integration, with member states dramatically increasing military spending and pursuing new forms of cooperation that would have been unthinkable before the invasion.
Sanctions Pressure
The visit adds urgency to ongoing negotiations over the 20th sanctions package. EU High Representative Kaja Kallas has expressed confidence that foreign ministers will approve the measures when they meet on February 23-the day before the anniversary.
However, disagreements persist over proposals to ban maritime services for Russian oil tankers, with Greece, Malta, and other Mediterranean states raising concerns about economic impacts.
Geneva Talks Context
The anniversary comes amid active peace negotiations, with the United States hosting trilateral talks between Ukraine and Russia in Geneva. President Zelenskyy has indicated a June deadline has been set for reaching a deal, though significant gaps remain between the parties.
Dutch Involvement
The Netherlands has been among the strongest EU supporters of Ukraine, providing military equipment, hosting war crimes investigations, and advocating for tough sanctions. The incoming Jetten government has committed to continuing this support.
